Todu Guam Foundation Expands Access to Specialty Care, Strengthens Regional Healthcare Partnership, and Announces Guam Health Forward 2046 Summit

TAMUNING, Guam (July 15, 2026) — As part of its 10th Anniversary year, Todu Guam Foundation (TGF) welcomed healthcare providers, community leaders, referral partners, insurance representatives, nonprofit organizations, government officials, and healthcare stakeholders to its Healthcare Community Meet & Greet at the Hyatt Regency Guam on Monday, July 13, 2026. The event celebrated a decade of expanding access to healthcare while reaffirming the Foundation’s commitment to strengthening healthcare throughout Guam and the Northern Mariana Islands through collaboration, innovation, and integrated care.

The evening featured the formal introduction of two physicians joining the Todu Guam Foundation clinical team.

Dr. Frederick B. Niegos, MD, FACE, CCD, a double board-certified specialist in Internal Medicine and Endocrinology, Diabetes & Metabolism, will begin seeing patients on August 3, expanding access to specialty endocrine care for Guam.

Joining him is Dr. Patrick C. Santos, MD, a well-respected physician who has served the people of Guam for many years and is now joining Todu Guam Foundation’s Family Medicine team.

“Tonight represents an exciting milestone in Todu Guam Foundation’s continued growth,” said Lena Calvo-Rodriguez, President & Chief Executive Officer. “Welcoming Dr. Niegos and Dr. Santos reflects our commitment to expanding access to high-quality, patient-centered healthcare while continuing to build a strong, collaborative clinical team dedicated to serving the people of Guam.”

Guests had the opportunity to meet members of Todu Guam Health and Wellness Center’s multidisciplinary clinical team, connect with healthcare partners from across the island, and learn more about the Foundation’s vision for expanding integrated healthcare services.

A highlight of the evening was the signing of the Todu–Isla Marianas Collaboration, a Memorandum of Agreement between Todu Guam Foundation and Isla Community Health Center, represented by Dr. Cindy Hoepner, DHSc, MBA, FACHE, Chief Executive Officer of Isla Community Health Center, a Federally Qualified Health Center serving Saipan and Tinian in the Commonwealth of the Northern Mariana Islands.

The agreement establishes a framework for collaboration between the two nonprofit healthcare organizations in areas including healthcare access, workforce development, professional education and training, community outreach, regional collaboration, and mutual support during disaster preparedness, response, and recovery.

“This partnership represents more than the beginning of a collaboration—it is a promise that our island communities will be stronger when we stand together,” said Lena Calvo-Rodriguez. “By working together across Guam and the CNMI, we can strengthen our healthcare workforce, expand opportunities for collaboration, and improve our ability to serve our patients—especially during times of need.”

“Isla Community Health is proud to join with Todu Guam Foundation in this collaboration,” said Dr. Cindy Hoepner, DHSc, MBA, FACHE, Chief Executive Officer of Isla Community Health. “Our communities in Saipan and Tinian face many of the same healthcare access challenges as Guam, and by working together we can share resources, strengthen our workforce, and ultimately provide better continuity of care for patients who move between our islands.”

Dr. McClure, who leads clinical behavioral health services at Todu Guam Foundation, spoke to the practical clinical impact of the collaboration.

“What matters most to patients isn’t the signature on a document — it’s whether care actually follows them,” said Dr. McClure. “This agreement gives our clinicians a real structure for cross-referral, shared telehealth access, and continuity of treatment between Guam and the CNMI, so a patient doesn’t lose ground in their care just because they moved between islands or because a storm disrupted services. That’s the difference this partnership makes at the bedside.”

The evening reflected Todu Guam Foundation’s continued commitment to expanding access to specialty care while building stronger partnerships across Guam and the broader Mariana Islands. Guests had the opportunity to meet physicians, behavioral health providers, psychologists, nurse practitioners, and healthcare professionals representing the Foundation’s growing multidisciplinary model of care.

Todu Guam Foundation announced its upcoming Guam Health Forward 2046 Summit, scheduled for October 17–18, 2026. The inaugural summit will bring together healthcare providers, hospitals, insurers, educators, government leaders, nonprofit organizations, businesses, community members, and distinguished guest speakers from Guam, the U.S. mainland, and the broader Pacific region to collaborate on practical strategies that will help shape the future of healthcare on Guam.

“Our hope is that this summit becomes a catalyst for meaningful collaboration,” said Lena Calvo-Rodriguez. “By bringing together local leaders and distinguished guest speakers from outside Guam, we have a unique opportunity to learn from one another, share innovative ideas, and work collectively toward a healthier future for our island. Improving healthcare requires all of us working together toward a shared vision of a healthier Guam.”

Looking Ahead

The Healthcare Community Meet & Greet marks another milestone in Todu Guam Foundation’s continued expansion of integrated healthcare services and serves as one of several initiatives commemorating the Foundation’s 10th Anniversary. Through the addition of new physicians, the establishment of the Todu–Isla Marianas Collaboration, and preparations for the inaugural Guam Health Forward 2046 Summit, the Foundation remains committed to expanding access to care, strengthening regional partnerships, and improving the health and well-being of the people of Guam and the Mariana Islands.
